Hammond’s penalty section caps a violation at a fine “not to exceed $500.” But “every day any violation of this chapter shall continue, shall constitute a separate offense,” and the city may enter, bring the property into compliance including replanting, and lien the cost. The Illinois comparators are higher: $750 ceilings in Chicago Heights and Tinley Park, $1,000 in Olympia Fields and Park Forest. A single Indiana citation stings less, but the daily-offense clause closes that gap fast.
