Why Hebron’s Trees Are Different

Hebron was laid out in 1841 on open prairie broken by a few small groves. Nobody cleared a forest to make room for this town. That means somebody planted nearly every mature tree here — along Main Street, in front yards, around the older houses near the center of town. A planted canopy ages on a schedule. Trees go in together, reach full size together, and start failing together.

The ground matters too. Everything south of town was the Grand Kankakee Marsh until crews began draining it in 1890, and it still holds water. In a wet spring it stays soft long after higher ground dries out. That decides when we can get equipment onto a property, and whether we need to mat a drive. It also changes how trees fail here. In saturated soil a tree goes over at the root plate rather than snapping partway up, so the root ball comes with it and the cleanup is a different job.

Hebron has no dedicated tree chapter in its code, and we will not pretend otherwise. What it does have is a nuisance provision that matters to homeowners: § 93.05(C)(2) makes fallen trees, stumps and dead trees a public nuisance, and § 93.05(C)(18) covers trees obstructing a public way. What Hebron does require is a contractor’s license — for every trade, not only the building trades. Chapter 112 covers it, with applications and fees set out at § 112.03, and the license is issued by the town’s Building Inspector. We hold one and keep it current. That matters more than it sounds. A licensed contractor starts when the permit clears instead of waiting on paperwork, and if your insurer or HOA asks for documentation, we produce a certificate of insurance naming the right entity the same day.
