Section 9-1-3 makes it unlawful to injure an ornamental or shade tree on public ground, but we could not confirm who issues permits for parkway trees, whether a private removal permit applies, or what fines a tree violation carries. Rosemont incorporated in 1956 and had 3,952 residents at the 2020 census; Cook County’s hazard annex adds that it “was settled much earlier.” O’Hare International Airport “surrounds the entire western boundary of the Village,” and the Des Plaines River runs next to the Convention Center. River Road is vulnerable to flooding, and the annex names residential areas near the 6300 block of Hawthorne, Norwood and Emerson Streets, and the 6200 block of Kirchoff. September 13, 2008 brought 7.26 inches of rain with street and basement flooding.

Wind fills the rest of the record. The annex lists severe storms with wind damage to trees on August 23, 2007 and June 21, 2011, a 2015 wind that “ripped a hole in the Dome at the Ballpark practice facility,” and 2010 hail that forced the arena roof to be replaced. Summer wind on a tree already weakened by borer or elm disease is the usual way one of those nuisance trees ends up on a roof before the 20 days run out.
