Section 101.14 bans topping outright, defining it as cutting limbs back to stubs larger than three inches in diameter within the crown. The Three-Inch Construction Rule

Section 101.13 protects all trees three inches in diameter or larger during construction, other than those specifically marked for removal. Protective fencing — snow fence or similar — must be secured to metal posts driven into the ground no more than ten feet apart, and maintained for the whole construction period.
