Under Sec. 21-314, violators pay the village’s labor and material costs for replanting or removing noncomplying plantings on top of code penalties; under Secs. 21-308(e) and 21-312(c), anyone who damages a tree pays its value or partial value in addition to fines, and Sec. 21-314(d) has Public Works appraise that value using the Guide for Plant Appraisal. We found no permit requirement for removing a private tree, and zoning § 9.1.2.B exempts detached houses and duplexes from the landscaping and screening rules.
