Section 96.64 puts the private-property duty squarely on the owner. The abutting owner must trim any tree or shrub overhanging a sidewalk, street or public place that impedes traffic or travel. That duty runs until the obstruction ceases. And where a limb has become likely to fall across a public way, the owner of that premises must remove it.
