Tree Trimming In Roselle, With An Eye On The Street
Roselle cares where the branches land. Section 21-4 of the village code says the superintendent of public works must be notified before any tree or shrub is trimmed if any part of it “will fall on a street, sidewalk or alley,” and when that tree stands on private property, the owner or the owner’s agent “must apply for a special permit to trim or remove.” So tree trimming Roselle homeowners book for front yards and corner lots is partly a permit job, and we schedule it as one.

Chapter 21 And Roselle’s Protected Trees
For private removals, the rule is in the zoning code. Appendix A, § 6-8(b)(1) designates as a Protected Tree any tree of eight inches or more DBH, in fair or better condition, that is not on the Prohibited Tree list. A permit is needed only when a Protected Tree comes out as part of a Tree Preservation and Removal Plan, which applies to parcels going before the Planning & Zoning Commission at a public hearing or through Site Plan Review. The code is direct about the rest: “A tree removal permit is not required for removal of individual Protected Trees when a Tree Preservation and Removal Plan is also not required.” Where a plan applies, replacements match the number of Protected Trees removed.
Street and public trees belong to Chapter 21. Under § 21-3(a), nobody except the village or its hire may treat, trim, remove or disturb a tree on a street or public property without a permit from the superintendent of public works, and the crew must follow the village’s Arboricultural Specifications. Section 21-6 bars tree spurs on public trees without written permission. Section 21-7 sets minimum clearance at nine feet over sidewalks and thirteen feet over streets for trees bordering a street, public or private; after a certified-mail notice, the owner has 30 days, and the cost of village trimming after non-compliance is certified to the DuPage and Cook county treasurers and collected with property taxes.
Infected trees move faster. Section 21-36 gives an owner 14 days after notification to remove and dispose of an elm with Dutch elm disease, and 14 days to remove and chip an ash with emerald ash borer or have it chemically treated by a certified arborist. University of Illinois Extension can help you weigh treatment against removal before the clock starts.
Insurance and registration in Roselle. Section 21-4(4) requires a liability certificate of $50,000 per person and $100,000 per accident for bodily injury, and $10,000 per person and $25,000 aggregate for property damage, before a tree or branch is felled onto public property. Separately, § 6-53.1 registers building contractors at $75 a year, with a $10,000 bond for most trades (waived with a DuPage or Cook County unified license and permit bond) and $1,000,000 per occurrence in liability coverage; it does not name tree work or say whether tree-only firms must register. Ask any contractor to show you those certificates — us included.
Spring Creek, Turner Pond And The Ash Count
Roselle lies in both DuPage and Cook counties. Rosell Hough opened the Illinois Linen Company here in 1868, and the town’s name is said to come from a misprinted train schedule. The village’s waters include Spring Creek, a tributary of the East Branch of the DuPage River, and Goose Lake, with Turner Pond north of the town center. Trees along creek banks and pond edges tend to root in wetter ground, and that changes how firmly they hold when the wind picks up.
Emerald ash borer was confirmed in Roselle in 2010. A village-submitted article from June 2011 counted 1,774 publicly owned ash, with 635 selected for treatment and 96 severely infested trees already removed. Section 21-35 still lets the village forester enter private property to inspect for these pests.

Storm damage. If wires are involved, call 911 and then your electric utility before anyone approaches the tree. Under § 21-4(3), nothing gets felled onto a street without people posted to stop traffic both ways or a proper barricade, and debris on public property must be removed immediately.
