Tree Removal In Posen Runs Through The Building Commissioner
Posen sends parkway tree questions to an office most people associate with additions and garages. Section 5-9-9(H) of the village code says that to remove a tree in a parkway or public right-of-way, “a permit therefor must be obtained from the building commissioner,” and a replacement of at least the same diameter must go in near the old one at no expense to the village — unless the removed tree was diseased, dead, undesirable or a prohibited species. Any tree removal Posen homeowners plan on the curb side of the walk should start with that permit and a plan for the replacement.

Chapter 9, Trees And Shrubbery, In Posen’s Code
Title V, Chapter 9 of the Posen Village Code, “Trees and Shrubbery,” runs from § 5-9-1 to § 5-9-9. The landscaping section, § 5-9-9, was adopted by Ord. 2003-05 and is the one that governs parkways. Trimming or injuring a parkway tree is not allowed “except by written permit of the building commissioner,” and planting one takes a permit too. New construction is tied in as well: “No building permit shall be issued for any new construction nor for any addition” without escrow for parkway trees, which are spaced about 50 feet apart and must be at least 2½ inches in diameter. Plantings that do not comply are “hereby expressly declared a public nuisance and subject to abatement as such.” Section 5-9-1 is titled “Poplar and Cottonwood Trees Prohibited.”
Two older rules put duties on owners. Section 5-9-2 requires branches over streets and public places to be “trimmed at least seven feet (7′) above the ground” so they do not interfere with people using the walks or streets. Under § 5-9-5, a tree or limb that “has become likely to fall on or across any public way or place” “shall be removed by the owner of the abutting premises,” and the street superintendent may trim or remove it. If you are choosing a replacement tree, Illinois Extension’s horticulture pages are worth a look before you buy.
We could not confirm a permit requirement for private yard trees, the permit fees, or the fine amounts; the sections we read do not state them. Call the village before you assume either way.
Posen’s contractor license. The village’s website says “All contractors working in the Village of Posen are required to obtain a Contractors License.” Its 2026 application lists a general contractor’s license at $150.00 and a contractor’s license at $50.00, and asks for an “ORIGINAL $10,000 SURETY BOND ISSUED TO THE VILLAGE OF POSEN” and an insurance certificate “IN THE AMOUNT OF $1,000,000.” The license runs one year from issuance. The form does not list tree work separately, so ask your contractor for the license and the bond before the truck arrives, and expect the same question answered by us.
Just Over A Square Mile Of Low Streets And Combined Sewers
Posen covers 1.17 square miles and had 5,632 residents at the 2020 census. Its Polish-speaking population grew after 1893. Cook County’s 2024 hazard mitigation annex lists these flood-prone locations: 140th & Harrison Ave. to 142nd & Harrison Ave.; 140th Place & 140th; the 2400 block west of Western Ave.; Veterans Parkway on Blaine Ave.; Cleveland Ave.; 147th to 150th Street; 145th to 142nd Street; and 143rd Street from Western to Harrison Ave. On Blaine, Palmer, McKinley and Campbell Aves., it says, combined sewers cannot handle stormwater.
Standing water does slow damage to roots, and a tree whose roots have been weakened that way tends to show it in the canopy first, with thinning and dead tips. On those blocks, a thinning crown deserves a look before the next windstorm. The annex records Posen as not participating in Tree City USA.
