Better to say so plainly than to imply a permit you do not need. Two provisions do reach you. Section 106-34 puts trimming of overhanging vegetation on the owner of the property where it grows. Under 106-40(a), trees the Village forester declares “dead, diseased, infected or dangerous” come out “within 30 days following service of the notice.” Fines run through Section 106-6, by reference to Appendix E. The text we could read does not give the amounts. University of Illinois Extension is a useful second opinion on whether a tree is truly diseased.

One provision tells you how the village thinks. Section 106-2 requires the Village Forester to be “a certified arborist.” The person judging whether your tree is dangerous holds a certification, which is not true everywhere.

The county annex describes Niles as “flat and low-lying” with dense urban development. Its flood record backs that up: 16 FEMA repetitive-loss properties, two of them severe. The North Branch of the Chicago River runs through the eastern part of the village. Prairie Farmer Creek and the Des Plaines River run here too. Cook County Forest Preserve holdings sit at numerous points around and within the village boundary.
