Tree Service In Homer Glen Starts At The Parkway Line
The tree between your sidewalk and the street in Homer Glen is not yours to take down. The village’s parkway planting page states it flatly — “Parkway trees are Village property” — and adds that “Permission to remove a parkway tree must be obtained by the Village” and that “If a resident needs their tree removed a fee may apply.” So before any tree service Homer Glen residents hire sets up on a parkway tree, the village has to say yes; the homeowner cannot grant it.

Homer Glen’s Tree Ordinance, And The Rewrite On Hold
On eCode360, the Homer Glen code index places “Environmental conservation and tree preservation” at § 138-5 and also lists § 92-11, “Permit required; applications and fees,” in Chapter 92. We could not read the current text of § 138-5. We could read the ordinance behind it: Ordinance 06-014, “An Ordinance for the Preservation and Protection of Trees in the Village of Homer Glen,” dated March 28, 2006. Whether its wording survives unchanged in § 138-5 could not be confirmed. A proposed replacement, Ordinance 26-043, would amend Chapter 138 and address large-scale clear-cutting; the board voted on August 18, 2026 to table it for revision. Read what follows as the 2006 text, not current law.
As adopted, the ordinance reaches properties whose preliminary plat or lot division applications were submitted after March 31, 2006 (Sec. 3.2), and it bars clear or wholesale cutting before a grading permit and an erosion control permit issue (Sec. 4.1). A Significant Tree is a deciduous tree “six (6) inches or larger in diameter,” or another tree four inches or larger, measured 54 inches above grade; a protected tree is one at least 50 percent of the size listed on the Illinois Big Tree Champions List. In residential districts, removing “more than fifty percent (50%)” of total Significant Tree inches triggers reforestation or restitution — $125 per inch beyond the threshold, $250 per inch for protected trees. Sections 9.2 through 9.5 add a $150-per-inch fine for removing trees shown as protected, a $75 stop-work inspection fee, and a fine of $250 to $750 on conviction, each day a separate violation. It says nothing we found about one tree on an existing developed lot; ask the village. University of Illinois Extension explains how trunk diameter is measured.
Registration comes before permits. The village’s contractor registration page says “Contractors are required to register directly with the Village of Homer Glen” and “No permits will be issued if the contractor is not registered.” The 2026 form charges $150 for a general contractor without trades and $75 per trade for a subcontractor, requires a “Surety bond in the amount of $20,000.00” payable to the village plus a certificate of general liability and workers’ compensation naming the village, and every registration “EXPIRES 12/31.” The form’s trade checklist does not list tree or landscape work, and we could not confirm whether a tree crew must register. Ask your contractor — us too — for the registration and certificate.
Goodings Grove, Incorporated In 2001
Homer Glen incorporated on April 17, 2001, in an area formerly known as Goodings Grove. It covers 22.17 square miles of Homer, New Lenox and Orland townships, mostly in Will County with a small portion in Cook, and Stone Manor is listed on the National Register of Historic Places. Because the 2006 ordinance keys on plat applications filed after March 31 of that year, whether it ever touched your lot depends on when your subdivision was submitted.
The village also runs a Public Parkway Tree Planting Program (RFP notice July 27, 2022), with trees chosen by the Village Arborist. Its FAQ says the Village Arborist inspects a dead or dying parkway tree, and if removal is needed the village arranges it with the Homer Highway Department.
Homer Glen Jobs We Take On
- Tree and bush removal — on private ground, with parkway trees left to the village and its arborist
- Trimming and pruning — yard trees, with the 2006 Significant Tree sizes in mind on platted lots
- Stump grinding — on private lots, ground below grade
- Storm response, 24 hours a day
Storm damage. If wires are involved, call 911 and then your electric utility before anyone approaches the tree. A broken parkway tree is still village property, so report it to the village instead of paying someone to clear it.
