The Batavia Rule Nobody Tells You About

Here is the one that catches people. Section 7-2A-8 sets a season: “Pruning of any type of parkway trees shall only be allowed from November through April.” That closes half the year. However, the same section carries the exception you would want. Between May and October, pruning a parkway tree is allowed “only in emergency situations or if a hazardous condition exists, or as directed by the superintendent of streets.”

Therefore a July call about a dead limb over the sidewalk is a different conversation than a July call about shaping a maple. We will tell you which one you have before we quote it.

Two more provisions are worth knowing. First, 7-2A-3 requires a permit from public works “before any person, either for himself or another, plants, major prunes, removes, or destroys any tree” in the public right of way. Second, 7-2A-8 bans topping outright: “Under no circumstances shall a city owned tree be ‘topped’ except under special circumstances to be determined by the public works department.” We do not top trees anywhere, so that one costs us nothing.

• Removals under the 7-2A-3 permit, worked to “the National Arborist Association and ANSI Z133.1 standards” the code names in 7-2A-10
• Pruning inside the November-to-April window, or under the hazard exception when the calendar says otherwise
• Stump grinding to the 7-2A-10 depth: “removed to a depth of at least eight inches” with holes “filled in with soil and planted with sod or seed”
• Emergency and storm work, sequenced by danger rather than by who called first

One detail we like: 7-2A-8 states that “spurs or climbing irons shall not be used for pruning trees.” That is correct arboriculture, not bureaucracy. Spikes wound a tree you intend to keep.

Batavia was “originally called Big Woods for the wild growth throughout the settlement.” The name is a clue. This was timber before it was anything else, and the older stock in town reflects that. Later the city became “The Windmill City,” home to six windmill manufacturers in the late nineteenth century. Today it holds 26,098 people across 10.84 square miles at 715 feet, on the Fox River.

Now the part that matters at two in the morning. Batavia does not buy from ComEd. Section 8-1A-1 establishes a “Municipal Electric Utility, a department of the City which shall have charge of the generation and/or purchase, distribution and sale of all electrical energy within the corporate limits.” Consequently the ComEd number in your phone is the wrong number here.

A Tree City Since Before Most Of Us Were Doing This

The city states that Batavia “was certified with the Tree City USA designation in 2021 for the 25th consecutive year.” A quarter century of unbroken designation is not a plaque. It means there has been a tree commission, a budget line and an ordinance behind the canopy for a long time, and it shows in the parkways.
