What Chapter 99 Actually Does

Section 99.02 requires the municipality to cut down infected trees on municipal property promptly, under the Superintendent of Public Works. On private property it gives written notice directing removal within thirty days from the date the village serves or mails it. Section 99.03 covers refusal. Where an owner, lessee, agent or occupant refuses or neglects to destroy an infected tree, the Board of Trustees may direct its destruction. That notice is the only deadline any tree service Matteson works to on private ground.

Contractor Licensing Is Where The Requirements Live

Section 110.30 catches any contractor doing work that needs a permit within the corporate limits. That contractor must first obtain a license: $100 annually, valid one year. It carries a $10,000 license-and-permit bond naming the village as obligee, general liability minimums of $500,000 personal injury and $500,000 property damage, and workers’ compensation as the law requires, with the village as certificate holder.

Matteson incorporated in 1889, taking its name from Illinois governor Joel Aldrich Matteson. It covers about 9.3 square miles, a larger footprint than any village around it. The plat dates from 1855, and German-descended families settled it through the late 1800s. The population passed 3,000 by the late 1960s as the railroad electrified and infrastructure went in. Today it holds 19,073 people. Lincoln Mall opened in 1973, closed in 2015, and came down in 2018. I-57 runs through, with exits at Lincoln Highway and Vollmer Road.

The village describes its topography as mostly flat, with two FEMA repetitive-loss single-family properties. Its own hazard plan notes it is still working from 2008 flood maps.
