There is a real temptation, writing a page like this, to borrow a neighbor’s contractor chapter and present it as Harvey’s. We do not, and you should be wary of anyone who does. The right move before any removal is a call to the city. The county lists the City Administrator’s office on 708-210-5300 ext. 365 and the Department of Public Works on 708-331-0032. Ask directly whether a permit applies at your address.
Licensing and insurance. Harvey’s contractor license class for tree work is not published anywhere we can reach. We cannot quote you a fee or a bond figure for it. Never let an uninsured crew work over a Harvey roof. The city’s own record notes that City Hall has no backup generator and the police department generator is not functional. That tells you how quickly a bad night here becomes a slow one.
No Forestry Program To Fall Back On

Harvey was founded as a temperance town. Turlington W. Harvey bought land in 1889 and gave it to the Harvey Land Association. Whiting Corporation ran here from 1894 to 2000 and Sinclair Oil opened a research laboratory in October 1948. Then it went the other way. Deindustrialization set in from the 1960s, costing roughly 1,200 jobs in 1985–86 alone, alongside a population drop of 20.5 percent between 2018 and 2022.
Three watercourses cross the city: the Little Calumet River, Dixie Creek and the Calumet Union Drainage Ditch. The named flood-prone area is specific — “147th to 159th and Wood St. within the central area of the City.” Add the thirty-three repetitive-loss properties and a disaster history running from 1967 through 2023. The picture is of ground wet and re-wet for sixty years, and that is the condition behind most tree service Harvey ends up calling us about.
