Tree Care in Calumet City, Illinois
“There are thousands of trees growing on the Calumet City levee. These trees pose a severe threat to the stability of this levee.” That is the city’s own assessment, filed in its county hazard plan. It is a remarkable thing to put in writing about your own canopy. Calumet City has no tree chapter in its code at all. What exists sits in the nuisance and refuse chapters. Section 26-203 makes it unlawful “to permit weeds, grasses or plants, other than trees, bushes, flowers, or other ornamental plants to grow to a height exceeding six (6) inches.” That rule carves out trees and bushes, which is precisely why a dying tree is not a code violation here the way tall grass is. Where the city abates, section 26-201 charges “$250.00 per lot within a residential district and $500.00 per lot within a commercial district.” That is payable within thirty days, after which the comptroller files a lien.
Brush has the tightest rule in the Calumet corridor. Section 74-39: “All tree branches shall be cut into three (3) foot lengths and bundled with rope or twine and stacked in the alley, if available, or at curbside.” Residents must notify Public Works. Three feet is shorter than any neighboring town allows.
Licensing in Calumet City. The business license fee schedule at 54-881 has no line item for tree service, arborist, landscaping or general contracting. A tree firm falls under the catch-all, “All other businesses not listed … $150.00.” For scale, an auto body shop and a hardware shop pay the same $150, a collection agency $360, a sanitary landfill operator $3,000.

The Levee, The Basin And The 2008 Break
Calumet City runs to about 7.3 square miles against the Indiana line. It formed in 1893 when Schrumville and Sobieski Park merged as West Hammond, and was renamed in 1923. The population more than doubled in the early 1900s. The town went by the nickname Sin City through Prohibition, and demolition of the Sin Strip began in 1995. Most people know it by the water towers painted as smiley faces.
The hazard picture is dominated by water on the southern boundary. The city requires levee maintenance along the Little Calumet River, including debris and animal-damage control. It is that levee the thousands of trees stand on. Twenty-four properties are on the repetitive-loss list, twenty-two single-family, along with one severe repetitive-loss house. The 100-year floodplain covers 338.42 acres and the 500-year 925.68 — nearly three times as much, which tells you how flat the ground beyond the levee is. Named trouble spots are the Yates Avenue retention area, the Superior Stormwater Basin, and Shirley Avenue, where the levee broke in 2008.
Trees On An Earthen Levee
